Background
During a joint meeting of the HIV Prevention Planning Council and the Ryan White Consortium held on November 17, 2005, AIDS/HIV Program staff discussed the intent to move towards an integrated HIV prevention and care community planning process. Members from both groups were invited to participate in a work group charged with providing input on the structure, function, and roles of the community planning process. Early in the work group discussions, a multiple opportunity approach to community planning emerged as the future direction of HIV community planning in Wisconsin. The following model for the Wisconsin HIV community planning provides community planning and input opportunities in three different ways: a 27 member Statewide Action Planning Group; community groups holding Local Community Dialogues; and a broader communication network of interested community members, consumers, providers, advocates, and policy makers.

Goal of the HIV Community Planning Process
The goal of the Wisconsin HIV community planning process is to plan for a continuum of high quality and effective HIV/AIDS prevention and care services to meet the current and future needs of individuals and communities with or at risk for HIV infection.

Our Structure
  • Individual Information Exchange
    Individuals living or working anywhere in the state may access Wisconsin HIV Community Planning Network information via the network website, receive listserve emails, or access print materials and resources locally.

  • Local Community Dialogues
    In addition to sharing local information about HIV on an on-going basis, individuals and groups participate inlocal community dialogue meetings held throughout the state.

  • Statewide Action Planning Group
    Twenty-seven ambassadors facilitate communication in all five regions of the state, participate in developing a joint HIV prevention and care services plan and advise the WI AIDS/HIV Program on the development, implementation and prioritization of HIV prevention and care services in Wisconsin.

    The Individual Information Exchange is open to all. Members for the Statewide Action Planning Group are chosen through a competitive application and selection process. Submitting an application does not assure membership.

Guiding Principles
The HIV community planning process seeks to:
  • Foster coordination and collaboration between HIV prevention and care services
  • Ensure a comprehensive process involving members of diverse populations, which reflects Wisconsin’s current and emerging epidemic as it relates to geography, sexual orientation, age, gender, racial/ethnic, life experience and HIV status
  • Ensure that the planning process is a model of excellence and is consistent with the Centers for Disease Control and Prevention (CDC) and the Health Resources Services Administration (HRSA) requirements
  • Ensure a planning process that is meaningful for individuals, communities, service providers and the state AIDS/HIV Program
  • Ensure that issues of HIV prevention and care of HIV infection receive equitable attention and discussion
  • Conduct a planning process that includes listening to communities and sharing information with communities
  • Create a method through which priority needs for HIV prevention and care can be assessed and evaluated over time
  • Develop a joint comprehensive plan inclusive of care and prevention
  • Determine whether resources and interventions effectively target and are allocated for priority populations as set forth in the Plan
